Board Approves 2nd Reading and Adoption of Public Intoxication Ordinance

The Josephine County Board of Commissioners this morning approved the second reading and adoption of an ordinance that updates policy on public intoxication.

Following a public hearing, the Board voted 2-0 to adopt the ordinance which amends the Josephine County Code regarding public peace, morals and welfare. Commissioner John West was absent from the meeting.

Legal Counsel Wally Hicks testified that the ordinance updates the current policy on restricting public intoxication with alcohol to include the consumption of marijuana and narcotics along with drug paraphernalia and alcohol containers.

Board Chair Herman Baertschiger noted that the City of Cave Junction has opted in to the ordinance while the City of Grants Pass opted out. He expressed great disappointment that the Grants Pass City Council did not wish to be included.

In other business, the Board approved a sale agreement with Dogooders Properties, LLC, for the purchase of county-owned properties at 1389 and 1399 Pansy Lane adjacent to the Josephine County Fairgrounds. The purchase price is $1 million, which can only be used by the county for property acquisition and maintenance.

As part of the Consent Calendar, the Commissioners approved an order revising policy on media members attending executive sessions of the Board and a resolution establishing the Josephine County Road Service District Fund. An amendment to a lease agreement with Love Abounds Asset Management, LLC, and Oregon Futbol Academy was tabled for further consideration.

The Board opened the meeting with its monthly recognition of employees. Public Information Officer Jason Roberts and Recreation Director Tamra Martin were honored for five years of service to the community. Several employees of the Public Works Department were also honored for their years of service.
