Shots Fired Call Leads to Two Separate Arrests by JCSO Deputies

Jackson County Sheriff’s Office deputies arrested two unrelated suspects following a shots fired menacing call Thursday at 8:44 p.m.

Dispatch learned a man confronted a driver on Gold Ray Road, yelling about her speed before firing a gun into the ground and then toward her.

Deputies responded and spotted a truck matching the suspect description leaving the area at a high rate of speed. The vehicle fled toward Gold Hill and, despite being successfully spike stripped, continued northbound on Interstate 5 on its rims.

The vehicle eventually stopped, and the driver fled on foot before being arrested. Deputies identified him as Jay William Oncher-Fontaine, 38, of Wolf Creek. He was found to have felony warrants out of Douglas and Josephine Counties, and showed signs of impairment.

Oncher-Fontaine was lodged in the Jackson County Jail on his warrants, as well as charges of Elude, DUII, Reckless Driving, Reckless Endangering, Driving While Suspended, First Degree Criminal Mischief, Escape in the Third Degree, and Felon in Possession of a Firearm.

Deputies determined Oncher-Fontaine was not involved in the shooting, and returned to the scene, locating a second truck matching the original description. Frank Pennisi, 28, of Bandon, was pulled over and arrested.

A search of the vehicle revealed two firearms, and Pennisi admitted to the shooting, citing being angered by drivers traveling too fast. He was lodged in the Jackson County Jail for Menacing, Unlawful Use of a Weapon, and Reckless Endangering.
