Grants Pass City Council Adopts Ordinance Regulating Humanitarian Services in Parks
News Image
The Grants Pass City Council last night approved the second reading and adoption of an ordinance regulating services provided to homeless people residing in parks. The City Council voted 5-3 to adopt the ordinance, which regulates humanitarian service events on publicly-owned land. A number of organizations hold regular events to provide the unhoused population with food, services and medical help. The ordinance creates a registration process for individuals, non-profits and other charitable organizations to use city parks and public places for such events, and prohibits them from engaging in the dissemination of drug paraphernalia and compressed combustible materials. Organizations will now have to pay a $25 administration fee with an application, but they can re-register for no additional cost. Proof of registration will be held by City Administration and the Grants Pass Police Department. Registrants must also indemnify and defend the City from any legal claims arising from these events. As part of the Consent Agenda, the City Council passed a resolution to submit a grant application for US Homeland Security assistance in acquiring self-contained breathing apparatus and six Rapid Intervention Team packs for the fire department. The meeting was briefly adjourned and the City Council reconvened as the Urban Renewal Agency. The panel discussed forming an Urban Renewal Task Force.

Commissioners Updated Old Ordinances and Certified Ambulance Service Area Plan
News Image
The Josephine County Board of Commissioners on Wednesday took care of some housekeeping items, updating outdated ordinances in order to comply with changes in state law. Commissioner Dan DeYoung was absent. There was no citizen comment during three brief public hearings, but Assistant Legal Counsel Leah Harper testified on ordinances pertaining to meetings of the Board of Commissioners, the Finance Department and Unified Board of Appeals. Harper said the amendment updates the rules for Board of Commissioner meetings, with the meetings allowed to be recorded electronically by citizens as long as it does not cause a disruption. She said it reinforces a prohibition on discussing matters from executive sessions and it allows news media to attend executive sessions as long as they do not report on what happened. The amendment related to the Finance Department amends Josephine County Code to officially change the name of the department and further specify the duties of the Finance Director. The other amendment repeals the Unified Board of Appeals. Under Administrative Actions, the Commissioners approved certification of the Ambulance Service Area Plan for Josephine County including area maps and service partners as well as incidents involving mass casualties.
